We the people of the Imperial Republic of Freeland do hereby establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare and secure the blessings of life, liberty and the pursuit of happiness. As such, we hereby ordain and establish this constitution for the Imperial Republic of Freeland. Citizens in the Imperial Republic of Freeland have the rights to freedom, personal security, free speech, to keep and bear arms and freedom of the press, and religion. The government of the Imperial Republic of Freeland is to be split into three branches; the Executive Branch, the Legislative Branch and the Judicial Branch. The Executive Branch shall consist of the Emperor, the Prime Minister and the Secretary of State. The Executive Branch shall be in charge of passing legislature, foreign policy and running the country overall. The Emperor shall have complete control over the people. He shall be the head of the Armed Forces of the IRF. The Emperor must not abuse his powers. If such a case occurs, the legislature has the right to overthrow him and replace him with his heir. The heir to the throne of the IRF shall be elected by the Congress and approved by the State Duma and the Prime Minister. The Prime Minister shall be second only to the Emperor in terms of governing the country. He shall serve terms of one year and be limited to three terms. The Secretary of State shall be third in command of the IRF after the Emperor and the Prime Minister, respectively. He shall also be in charge of foreign policy if the Emperor is absent at the time. He shall serve terms of six months and be limited to three terms. The Legislative Branch shall consist of the Congress and the State Duma. The Legislative Branch shall be in charge of making and passing legislature. The Congress shall contain 20% of the population of the Imperial Republic of Freeland. Representatives in Congress shall be elected to three month terms and have no term limit. The State Duma shall contain 5% of the population of the Imperial Republic of Freeland. Dumaians (Du-me-ans) shall be elected to six month terms and be limited to two terms. The Judicial Branch shall consist of the Supreme Justice and nine other Justices. The Judicial Branch shall be in charge of court cases, bringing fair punishment to convicts and deciding if new laws are unconstitutional or not. The Supreme Justice shall be the head of the Supreme Court. He shall make most of the decisions of the Supreme Court with the assistance of the other Justices. The Supreme Justice shall be chosen by the State Duma and be approved by the Emperor and Prime Minister. The Supreme Justice shall stay in his position until he either retires or is kicked out by the Emperor. The Justices shall assist the Supreme Justice in bringing the fist of justice down on criminals. Justices shall be chosen by the State Duma. They shall serve for five years, until they retire or until they are kicked out by the Emperor. The Supreme Council shall make the largest of decisions. The Supreme Council shall consist of the Emperor, the Prime Minister, the Secretary of State, the Supreme Justice, the Generals of the IRFM and the Director of the IPA. To ensure the rights of the people, we hereby declare the constitution the supreme law in the country. Any law thought to be in violation of the constitution is to be overruled by the Emperor or State Duma immediately. Changing or adding on to the constitution will require the approval of 67% of the citizens in the IRF. |
