SECTION I. (a) This amendment may be cited as "Constitutional Amendment on Vacancies". SECTION II. (a) Clause 2 of Section 2 of Article I of the U.S. Constitution shall be amended to: "In the event of a vacancy in the House of Representatives, the Speaker of the House may appoint any valid citizen who is eligible to be a Representative, to become a Representative upon reaching a majority vote on a public forum from the entirety of both chambers of Congress." (b) Clause 2 of Section 3 of Article I of the U.S. Constitution shall be amended to: "In the event of a vacancy in the Senate, the President pro tempore may appoint any valid citizen who is eligible to be a Representative, to become a Representative upon reaching a majority vote on a public forum from the entirety of both chambers of Congress."

Voting from the House may begin. Vote closes when a 2/3 majority has been reached or cannot be reached. Representatives must be sworn in to vote.

Aye -- the systems currently used are ineffective & abused. Allowing the President to appoint Senators is dangerous, and highly abused to push the agenda of the President, and it also fights checks and balances. Special elections haven't been effective, especially looking at this last election, where every person on the ballot was able to win. This system also allows individuals that Congress is able to work with, since Congress are the ones picking them. This system also cannot be easily abused, as there is a process of approval for appointed Congressmen.

| Nay. I believe this grants power for the majority to gain more power and doesn't allow representation of the minority. Perhaps a two thirds majority being required or a way for minorities to appoint representatives as well would function better. |

After some consideration, I change my vote to aye. While a majority often dominates both houses of Congress, simply put, this is NUSA and politics here are different. Both houses of Congress are likely to vote upon the representative nominee more fairly as majorities here are not always unified and party affiliations fluctuate, etc. Therefore, after further analyzation of the amendment, I believe that it would be a suitable permanent replacement for the current failing Special Elections System. ~Pelican |

| Nay because this doesn't give the person to get the people's vote and we represent the people and not someone to appoint us we are voted in by the people |
