The New Puppet System(also China is now a Major)
There are four stages of being a puppet: Puppet state, Autonomous Puppet and Independent. I will now explain the benefits of each.
1. Independent: You can make all your choices on your own; such as tech trade,alliances,war declarations and complete control over your units.

2. Autonomous puppet: Has less freedoms than Independent Nations; Decisions such as alliances and trade are decided by your overlord. Also your overlord can request
to use your own troops/control them in certain situations (AKA either there's no player as the puppet and its AI controlled or if your not present in the region that you sent units to)
Breaking off of overlords is much easier than puppet states; all you have to do is change your ideology or ask for independence. If they refuse then its either you go to war or like i mention
flip ideologies. However, once you change your ideology; you are automatically kicked out of their alliance and any units they lent to you, you must return and vise versa. Wars can still be
declared by you at this stage, however your overlord must approve of the war, and it cannot be against other puppets.

3.Puppet State: Much less freedoms than the two mentioned above; cannot do any political actions or change ideology at will. Also all troops that you create are subject to your overlord's
control no matter what, they also may deploy your own units in anyway they want, but they remain under their control until you are released (use flag to mark overlord's control of units).
o break off either your overlord lost and the victor decides what to do with you (can transfer puppet ship or give independence) or you have an outside nation support your independence
which leads to war. Your over can also grant you to rank up to a Autonomous puppet; they cannot release you right away, as after you move up a rank, it will be another 2 years in game before
they can release you.

4. Annexed: After two years the overlord can chose to annex his/or her puppet's one a time (so you annex one then have to wait two more) this has benefits for the overlord
because they can now own the land they annexed,however that means they can no longer produce any units from that puppet as its gone.

Puppets can be made in peace deals, the victory can decide what kind of puppet they want. Majors cannot be puppet, but liberate nations from them can, which you could also grant them land.
