(This is a remake of a forum I made 6 months ago. It had some flaws, thus why I'm rewriting it.)
Ever since ROBLOX has become a popular website, moderators and/or admins have banned users for multiple reasons (inappropriate language, offense language, hate speech, etc.). However, these bans are permanently put on his/her account, making them unchangeable. This system has started to become weighted in a sense, because programs like DevEx are picky to which reasons users have been banned. Some bans, such as swearing or hate speech still make the user eligible for this. On the other hand, offensives such as scamming, phishing, or false advertising permanently go on this account's record and makes the user not able to sign up for DevEx. These rules are starting to become constantly harder, as scam sites have been introduced (free ROBUX, Builder's Club, etc.) that can confuse the user into believing this website is real without their knowledge. Because of this, a new system should be introduced.
I believe users can change who they are after a certain ban. Plus, some users have been on ROBLOX for 5+ years, so of course they could've made a mistake when they were younger that they did not know was not allowed beforehand. This system would normally be acceptable, but forever holding bans preventing users from opening themselves up to programs such as DevEx starts to make this system somewhat rigged for various reasons. As a result, I believe bans such as these should be "lifted" or "removed" after a couple years, as long as this user/account has been in "good standing" (see bottom for definition).
If this went into effect, ROBLOX could have a better community. If someone gets banned once, he/she may get used to it and get banned more often (for things such as offensive language, inappropriate jokes, etc.) and then the bans won't be as effective. However, if they are lifted and people can be eligible for programs such as DevEx, then users won't get banned as often, because they are trying to clean their reputation.
Plus, DevEx starts to appeal to people after being on ROBLOX for a while. If they're interested, however, but are ineligible due to recent bans, they can't even apply for it in the first place. If bans are permanently held, then an account will never be eligible for DevEx, even if the person has changed or hasn't been banned since. This discourages people from building games as well, because now they aren't able to profit off a game that took a lot of effort to make.
ROBLOX, please change your requirements for DevEx. If someone was banned once for believing a "robux generator" or "free Builder's Club" was real, it shouldn't be held against them forever. It's currently an unfair requirement system, and should be slightly more lenient. Bans shouldn't be held against someone forever, especially if they haven't committed another offense since it happened.

(The term "good standing" is defined as follows in this scenario): The user must have not been banned for a certain amount of time in order to receive this "lift." 3-4 years should be long enough, and it will prove the user has learned from his/her mistakes and won't make it again.
