| REPORT TO THE UNITED STATES CONGRESS PURSUANT TO 28 US CODE § 530D The Office of the Solicitor General has chosen not to enforce the provisions of Title 18 of the United States Cost, chapter 71 subchapter 1464 (18 U.S. Code § 1464 - Broadcasting obscene language) due to its inapplicability in the climate of today's Country and our view that it constitutes a clear violation of free speech, seeing as obscenities have found their way into the common English language and are used often by citizens, both of ####### and public employment. The charge is also mostly ever prosecuted under political motivations, depriving the charge of any real necessity. This policy is effective upon the reading of this message.
