Anyways, 3 layered filter. Main clan, Filter A and Filter B.
To get into Main Clan, must graduate Filter A
Main clan will have a fort which Main Clan and Filter A will defend. To gain entry into Filter A you must send an application/initiation test of some sort. It'll be rigorous as entry into Filter A will be for more experienced/mature people.
Filter B will be VIP recruited for and function like a seperate clan. They don't defend the main clan but have a seperate base, though they will raid with them and occasionally train with main clan. If you get to a certain level in Filter B you get invited to Filter A |

I think your ideas are fine, but not two filters. Just have the filter have more ranks than most do (VAC has about 5)

So in a sense the filter acts as a different group, and when you're at the highest "low rank" (as if it was a real group) you would "graduate" and enter the main group.

| but you're getting two different types of people. One is experinced people who need to be tested for loyalty and the other you actually need to teach people the basics |

Then have two graduation ranks in the filter. Halfway through the filter ranks, those with enough potential can graduate. Otherwise, if they need more time, they go through the other half.

Say you have about 8 or 10 ranks. To test people for loyalty, they need to go through 4/5 ranks.
The inexperienced need to go through 8/10 ranks in order to graduate, as they need more time to learn.

| but then they'd be stuck with people who know what they're doing and they're more prone to RQ with all the discipline and skill of their comrades. Like they'd be expected to be above average in raid situations already. It makes more sense to do basic training beforehand |

VAC has trainings based on your stage. You can have specific events catered to the inexperienced, and more general events would include everyone.

VAC actually has events for everyone in addition to level-specific events. I believe the only way to advance is to attend an event for your level specifically.
I could be wrong, this is just what I've been told
