Terminology:
Majority = 1/2 + 1 2/3 = two thirds of the House or Senate Y = second required N = second not required
Motions:
To open the floor to debate (Y + majority)
To table a bill/amendment/resolution (Y + majority) -- suspends consideration of a bill
To take a bill from the table (Y + majority) -- reopens debate on legislation
To call the previous question (Y + 2/3) -- ends debate and begins vote
To recess (Y + majority) -- time must be specified, i.e "10 minutes"
To amend (Y + 2/3) -- modifies a bill on the docket
To adjourn (Y + majority) -- ends the session
To limit or extend debate (Y + majority) -- limits or extends debate time, must also specify time, i.e, "motion to limit debate to 1 second." must also specify whether each individual debates or the whole debate
To rise to a point of personal privilege (N) -- make a personal request
To rise to a point of clarification (N) -- state a fact regarding legislation
To rise to a point of information (N) -- ask a question regarding legislation
To rise to a point of order (N) -- query as to whether correct procedures are being followed
To reconsider (Y + 2/3) -- reconsider a defeated motion
