Labor camps for crimes.
The way the North Korean laboring camps function is actually interesting and intelligent in their functionality (although inhumane).
If someone commits a crime they are sent to do forced labor for the state, and since it's a socialist state this allows them to operate further from a far better system (aka capitalism). So while they are still impoverished they may ease that burden through free labor.
Now, I know what you're thinking "but squatting they ship off their entire family for a majority of the crimes!!" That is, to my belief one of the most intelligent parts of the system. Not only does it increase the work and thereby the good produced in the camps it also prevents the family from speaking out against the government (I like being able to speak out against the government, I'm just making the point that it's smart)
Honestly, the labor camps are the best thing about North korea because they perpetuate the state as an entity.
