| does anyone know how i could go about decompiling a png or jpg because i need to find the rgb of each pixel so i can make an http video player which basically works by giving a matrix of the pixels and their rgb which the screen will load before playing the animation but i need to find out how to decompile it first |

| it would also be nice if i could learn how to decompile an mp4 so i could change the resolution of the pixels to be smaller and use a low framerate video to test |

| if there is a way to do this in lua, c, c++, c#, or javascript then i might use it, if not then you can give me a couple of languages that can do this |

You're going to need to use HTTP Service (duh)
Send info for the image to roboblocks
Look through info about it and find RGB values, where they are etc (have fun)
Make GUI objects w/ matching colors
Enjoy
And tbh I've never even attempted any of the above, just what I imagine it would be like. |

| i am technically talking about roblox because i will convert them into a json table that i can store online and i will be able to read it on roblox and decode into a matrix of pixels (by making each row its own table) |

It's called decoding (and in some cases mixed with decompressing). A ton of libraries exist out there to make it easier. In Java they have BufferedImage which makes it really easy to get the RGB components.
Writing a decoder is more "trouble" then its worth (realistically it's just following specs., but why do it when someone else has already done it) |

| no i can do the image displaying, loading, handling of domain, and http requests, I do not know anything whatsoever about the Java language so if you could imagine me having to learn how to use a different language just for the sake of 1 single project is quite terrifying |

There are probably a lot of libraries in Lua that can do the image reading for you. If last comes to last and you want to keep using Lua and can't find anything, the specs for pretty much all the file formats you could ever think of is online. |
