Credit to DcForRap for originally bringing this topic up.
I believe that the referees are not properly enforcing the "hiding oob rule" that many wrs abuse. Our recommendation to the EB and OFL brass is that not only should going oob be illegal, but to remove the "reel" altogether. Let me explain why.
Removes any confusion about the rule. Anyone who goes oob can't be the first person to ##### ### ##### so receivers have to be aware of where they are on the field. Receivers who just abuse this will be forced to find other ways to attack the ball, and improves the quality of the game.
Benefits defense in multiple ways. Not only does it give them less field to defend, but it adds a strategic advantage that if a receiver were to line out wide, they could simply push off and push the wr out of bounds, making him ineligible for that play. It's a small step to trying to restore balance and making defense easier to play.

| coming from a qb i disagree, reels are a main part of most qbs passing game because they're easy to throw, i think its not a horrible idea but me being a qb biases it |

It should just count as an incomplete pass, not a penalty.
