If you add a billboard gui on someones head and add a frame inside of it, and if you zoom out. The billboard gui gets biger the further you get, how do you make it stay the same size?

But what if one person in the server is close and another person is far, wouldn't it glitch out?

I'd do that for a singleplayer game but I don't know if it'd work for a multiplayer game.

use scale instead of offset -- it sounds dumb but that's how you need to do it for billboard gui

Billboard GUIs never grow from the distance increasing, only shrink.
You probably mean it is staying the same size.

Billboard guis will increase with size when you go further away, and decrease when you get closer, if you use offset instead of scale.
the issue is using offset instead of scale.

Nope.
Look very closely at it, in relation to the screen rather than the 3D world. It is staying the same size.

Oh, yeah that's true. Didn't think of that way before.
But regardless, using scale would fix his issue.
