Where can I put a BlurEffect that will only affect one player when I call a loading function apart from the Lighting, without using a LocalScript(LocalScripts aren't working for me for some reason)

Why don't you use a remoteEvent? Make the server fire to the specific client and client handles the new blur effect

Don't know how to do that either, Basically the reason why LocalScripts aren't working for me is because I put a LocalScript into game.StarterGui.StarterPlayerScripts and it doesn't run
Q: Does StarterGui only run when the player joins? If i put a localscript into there will it only run when the player joins?

StarterGui will reset every time the player spawns unless ResetOnSpawn is disabled, in which case it never resets.
To do what you're doing without FE, you'd need to put it into the player's camera:
local blur = Instance.new("Blur", game.Workspace.CurrentCamera) --Big boy scripters don't attack me over this, I'm not doing anything to it so I can parent it safely. |

screen gui, is the easiest way to do this. check out the properties.
