An act To prohibit Congressional members from working for private financial institutions.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
Section I. This bill will be known as the 'Financial Conflict of Interest Act of 2017,' or the 'FCIA,' for short.
Section II. Any sitting member of the Senate or House of Representatives may no longer work for any privately owned bank as this will arise many conflicts of interest for the goal of self profit.
Section III. If enacted, all sitting members of the Senate or House of Representatives will either have to leave their privately owned bank occupation, or resign from the Senate or House of Representatives. Any failure to do so may result in an expulsion from Congress depending upon the circumstances.
Section IV. Any legislation in conflict with this act shall be declared null and void in the event of the FCIA's passage.
Reasoning. To ensure the integrity of Congress and its legislators, we must prevent conflicts of interest in all forms. Preventing financial conflicts of interest is the first step towards a Congress free of corruption.

This would be an Ex Post Facto Law.
All presently-sitting Members of Congress who work for banks would have committed this "crime" before the passage of this Act, so it would be unconstitutional to punish them as such. At best, you can enforce this ban on future Congressmen.
Furthermore, this Act is likely unconstitutional since an outright ban would do the following: 1. Establish a discriminatory practice of banning bank employees from working in Congress. 2. Likely violate the Constitution by imposing an arbitrary restriction on Congressional membership. FruCons doesn't allow the Congress to judge the qualifications of its members, so you really can't pass this.
I urge the Congress not to pass this, and if it somehow passes, the Department of Justice will be litigating against it.

This is not an Ex Post Facto Law, for it punishes congressmen if they do not leave either congress or the bank after the signing of the bill. It does not punish anyone for having banking ties prior to its signing.

That is incorrect, because if a bank employee wanted to run for Congress, they still can and remain an employee of the bank. It is only after their victory and before they are sworn in that they must cut their ties to the bank. Secondly, the argument that a citizens in any occupation should be allowed to hold office while in said occupation is undercut by the prohibition on military servicemen holding office while they are in the military.

First, stating this restriction is arbitrary is an opinion of yours.
