There was, i tried changing it and restarting Roblox studio, it only changes the outline when your cursor is on the block, when you click on the block the blue outline still appears...

Well, I know you can change the color of the selection by going to File > Settings > Tools Maybe you'll find something there? I'm not entirely sure if it's even possible to remove the outline. Probably not. But like someone else said, there might be a plugin for it.
