A similar suggestion has come up on the devforums before. The concern was how effective it'd actually be: are the people who keep coming back to ruin your game going to be stopped?
You might be able to stop casuals, but as they're unlikely to make an alt in the first place to continue harassing your game. The worst offenders that are dedicated towards ruining your game generally also know how to change their IP, so this wouldn't do much to deter them. The infrastructure of the Internet isn't built to be able to accurately identify users -- all forms of identification can be spoofed.
Your best bet is to analyze their behavior and tackle it on a case-by-case basis. If they're harassing players in the chat or spamming it, monitor for malicious behavior in the chat and shadowban the offender (he sees his chats but no one else does). If the user is repeatedly teamkilling allies, remove teamkilling or put something in place to prevent griefers from causing issues. Etc.

About the team killing part, do something like 'if teamKills>3' then kick()
