so that every continental US state had about the same amount of people, the target population would be about 6.5 million.
The population of New York City is higher than this, so it would have to be split. Given that the most reasonable way to redraw lines would be by just leaving counties the same and reallocating, this would be possible.
Redrawing state lines by population would be a long task, but it's fun to think about. Might consider doing that someday. |
