If passed H.RES.12 | Temporary Presiding Officer (https://forum.roblox.com/Forum/ShowPost.aspx?PostID=200720950) will be repealed.
Section I. REASONING The Speaker of the House chooses the House agenda also meaning the Speaker chooses when and where our sessions are, and what is being presented at a session. With H.RES.12 sneaky underhand stuff like a group of Representatives going to the chambers and passing a bunch of bills and resolutions without the alerting anyone else can happen.
I feel H.RES.12 should be repealed because once again the Speaker chooses our agenda. If someone else come's in they won't know what the Speaker want's presented or what exactly is meant to go on at that session which can cause major confusion and maybe even falsify our records which we cannot risk whatsoever.

While you have a point about people coming to the chambers and passing things, the Resolutions says that ONLY if the following people do not attend does this ability becomes usable.
Speaker Speaker Pro Tempore Anyone else designated by the Speaker to preside.

Also the Chambers Control Board shows all logs, those logs are the official votes, so nothing can be 'falsified' in it's entirety.

This was made because of the HHP era, where the Speaker, SPT or his designated person didn't make it. It allowed the House to take actions if such an event happened. It's a precaution we must keep in times where the Speaker, SPT or such designated person didn't make it.

SECTION I. Temporary Presiding Officer (a) In effort that the Speaker of the House; 1. Speaker Pro Tempore 2. Designated Person to Preside by the Speaker are not able to attend, are denied to reason by the House or leave in the middle of a session a Temporary Presiding Officer shall be appointed. (b) A Temporary Presiding Officer or else known as a TPO is a person that is designated by the House before a session to Preside in the effort that person(s) listed in Section I, Clause A are not there or are restricted.

The Speaker chooses our agenda. You still didn't respond to people going to the chambers and passing/failing a bunch of stuff underhand.

They wouldn't be able to do that, they must need to have the (1) Speaker, (2) Speaker Pro Tempore, or (3) A designated presiding officer. They can't go randomly into the chambers and get a TPO because only the Speaker or the Speaker pro-Tempore can set times for session. Any session in which the Speaker called and did not attend, the TPO can go into effect.
If a situation in which you say occurs, any bill or resolution passed would be void and null.
I made it this way to stop the situation in which you are referring too. If you wish we would rewrite the TPO resolution together to make it more clear, but these precautions need to be existent.
I'll tell you why I made the resolution:
I made it because, in the era of HHP's Speakership, he made session but never came. His SPT didn't attend either, and no designated to preside was present. So he called session BUT DID NOT COME. We informally made Capitalized the presiding officer. However, in our rules, it was never adopted. So when HHP was removed and Capitalized became Speaker, I said to make this extremely needed precaution to stop this again and to show a document to anyone who questions TPOs.
Again if you want to rewrite it, that's fine but do not repeal it just yet. You never know when we will need it in the upcoming session before a new resolution on this.

You can't pick and choose which part of the resolution happens and which don't. It's already in a passes resolution - thus why I made this to repeal it.
