it's called "iumsvc.exe" and it's taking up a lot of my probably-worth-only-$50 hardware memory

as according to ComputerHope, "if you manage to delete the system32 folder, windows will be hosed and you will have to re-install the OS. The system32 folder contains critical files. There is no reason to delete anything in that folder unless you like doing re-installs for fun."

"iumsvc.exe is digitally signed by Intel® Services Manager. iumsvc.exe is usually located in the 'C:\Program Files (x86)\Intel\Intel(R) Update Manager\bin\' folder. None of the anti-virus scanners at VirusTotal reports anything malicious about iumsvc.exe."
