SECTION I. In order for new cities of the United States to be official as recognized by the Federal government, they must construct a city charter, establishing local government and must adhere to the rights granted by the Constitution. The city charter shall be sent to congress, and with a concurrence of both chambers, be deemed official.
SECTION II. Cities shall be allowed to form a local government, in which they shall be allowed to create, an executive, legislative and judicial branch. They shall be allowed to pass and enforce any and all laws, within its original jurisdiction.
SECTION III. In all matters where there is a conflict of two cities, congress shall have the power to resolve such matters.

Abstaining because this is conflicting with CM power and Night's doings.
CMs are in charge of all personal server things, so we Congressmen cannot do anything about this. |

@disn This mainly helps the Federal Government recognize new cities and allows them to function with county courts and a office without any problems.
