Article II THE COUNCIL
Section 1
There shall be six (6) Council member positions on the City Council. All positions are elected for 4 months to be concurrent with the term of the Mayor and Deputy Mayor. The Deputy Mayor shall preside over the Council and all its legislative matters. The Deputy Mayor shall have the power to dismiss any Councilperson that is found to be unfit, incompetent, corrupt, inactive, or any reason deemed necessary from the City Council with permission of the Mayor.
Section ######## #### Council has the legislative authority to pass municipal laws known as Ordinances and Resolutions. Ordinances must be motioned by a Council Member and seconded by another Council Member before being voted upon - although the Mayor and Deputy Mayor shall have the power to motion a bill which must then be approved by two other Councilmen in order to move on to voting. Ordinances require a simple majority to be passed. Once an ordinance has been passed the Mayor has (5) Days to sign the ordinance into law. If the Mayor and the Deputy Mayor have not signed the ordinance within (5) days, the ordinance shall be considered a law. If the Mayor vetoes the ordinance only by unanimous vote of the City Council will the veto be overridden and the ordinance will take effect.
Resolutions overwrite previously passed ordinances and are passed through the same legislative process as Ordinances. All passed legislation shall be held in a City Council trello which will hold the Code of Ordinances located in the City Government Trello.
At the beginning of every new Mayor’s term, if he appoints new officials to hold an office the City Council shall be responsible for approving the Mayor’s Administration proposal which will be outlined by the Mayor as to what shall be required for the remainder of their term. The Mayor’s Administration proposal may contain new departments or retaining current departments and may also contain the request of new positions to be created to further assist the needs of the Office of the Mayor.
The City Council reserves the power to approve any departmental head appointments, including the City Attorney that the Mayor may appoint. Approval of the appointment of any department head requires a simple majority of the current sitting City Council members.
Section 3
In cases of a vacancy of a City Council Member position, the Deputy Mayor or Mayor shall be vested with the power to call for special elections to fill in those positions.
Section 4
########y####ncil reserve the power to remove another City Councilmember by simple majority vote. Any City Councilmember found to be guilty of any felony shall be removed from the City Council without need of Council Vote.
Section 5
Relevant forums must be updated within seven (7) days of an ordinance, resolution, right or amendment being passed by the Granton City Council.
