VAK is far from the first powerclan, but it is one of the first successful powerclans.
The idea of a powerclan was likely not truly fully-developed and was still only an experiment until VAK came along. Many groups probably tried to produce a very strict and organized environment, but likely failed and tried following the trend of producing an all-inclusive superclan. VAK was one of the first to perfect the exclusive powerclan status, however.

There has been plenty of groups with strict communities, VAK was not the first.
