BE IT ENACTED BY THE STATE OF FIRESTONE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: This bill helps to keep unwanted civilians from crowding and entering the Capitol Grounds in Stapleton County. This keeps our government officials safe, and our DHS officers have a safer and easier job.
SECTION 1A: There will be a 2-gated, “airlock” style system preventing unwanted people from entering the capitol. The first gate will control access into the area where identification and processing will occur. If an unwanted person enters that zone, they can be arrested. If they resist, non-lethal force can be used. If the said person is not stopped with non-lethal force or has any type of weapon (melee or ranged), they can be executed without permission.
SECTION 1B: DHS will have full control over the traffic lights at the intersection of Capitol and Prominence, the intersection next to the DHS station. This will ensure no legal traffic can enter the capitol gates and make sure that government officials entering and leaving the capitol grounds can get in and out quickly.
SECTION 1C: For the safety of the people inside the capitol grounds, AT LEAST 1 DHS personnel MUST be guarding the gates at all times (if any are online). In the event of an emergency, DHS personnel may only be deployed if a government official is in danger or if there is a serious situation going on.
SECTION 1D: For the safety of the people inside the capitol grounds, only Level 2 Clearance may be allowed into the capitol with the permission of a government official. The guest that is with the government official must not have any felonies and/or three misdemeanors. If the guest has a felony or four (4) or more misdemeanors, they will deny access personally.
SECTION 1E: A log will be made for DHS officers to keep track of the traffic entering the capitol and events happening inside or near the capitol. This will ensure not only the safety of the government officials but make sure DHS personnel know who to let in and make sure that DHS personnel know how to properly handle situations quickly and effectively. The log will be written in the EXACT format below in a DHS trello:
[Date] [Time] [Full Name] [Level] [Purpose].
SECTION 1F: To ensure no damaging activity happens around the capitol, any person loitering around the capitol gates within 30 studs. If people are caught loitering in that area and will not move, they can be arrested for 1 count of Obstruction.
SECTION 2: The subsections will define commonly used words in this bill.
SECTION 2A: A government official is a Level 3+ Clearance person in the DHS Forum called: “Clearance Levels & Lockdown Procedure” Forum: https://forum.roblox.com/Forum/ShowPost.aspx?PostID=187252389
SECTION 2B: The “Capitol Grounds” is the area inside the wall protecting the capitol.
SECTION 2C: A “Serious Situation” is where there are 2 or more lives in danger or a government official is in danger.
SECTION 2D: “Traffic” is deemed as the people entering and leaving the capitol.
SECTION 3: The Secretary of the Department of Homeland Security will be in charge of enforcing this bill. Due to the fact there will be slight building and scripting needed, the Department of Research and Development will assist in the process of enforcing the building of the new gate system and traffic light system.
SECTION 4: This bill will go into effect immediately.
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.
