uhhhh because Microsoft owns Windows? I can't find anywhere where Microsoft explicitly said that was OK + terms and legal stuff

Uh then I don't understand what you're asking.
"It is legal to write software for Windows, that isn't cross platform (Eg, #include ˂windows.h˃) and depend on things like Win32 and D3D?" That is obviously legal, unless you badly phrased what you wanted or I misinterpreted it. It's fine to use the windows library and D3D (which is also Microsoft's software IIRC) and so on, why wouldn't it be? |

Because that would classify as derivative software and as part of an extension of Windows.

I guess better explained,
windows.h is part of Microsoft's product (Windows). Because Microsoft owns it, and only licensed Windows to you, you do not own 'windows.h', but you are making your software both dependant and derivative from it. (#include windows.h)
What is the legality and what are the terms of using windows.h and other Microsoft libraries?
I don't want to touch Windows to develop on until Microsoft gives *explicit* permission and goes through in depth about all of this.

You can't do that with GPLed software, the GPL explicitly says that your software must also be in turn licensed under the GPL as well if you include a GPLed library.
Without even looking at the Windows license, I'm almost certain that Windows has a no-redistribute clause, or something along the lines saying that.

| Well I mean microsoft had to implement the whole standard library as well, I'm almost certain it's still your software and you still own it. |

Well yeah, I'm porting from Linux to Windows because my main machine runs Windows and my development PC runs a bajillion Linux distros, and I don't want to chainload.
