Depends on the scenario
Say, something stupid happens but you don't know how to respond and just want to let people know you witnessed whatever bollocks happened, just type "..."
Or, for dialogue writing, here's a little sample I'll type out right now - setting being that a guy is browsing through his room in search of something he needs, talking to himself:
"Two, two, two minutes! So little time, so much space, so much to do and heavens...what in the land is that... abomination of organisation!? I've never seen the likes of such ever before! Dirty, dirt pieces of garbage! Begone with you all!"
So hopefully that gave you some ideas on its uses
