Name me roughly 5 components you think matter the most when ranking groups according to their overall performance. Exclude criteria that are too subjective like 'community' which can't accurately be measured.

Well their is a lot.

You should look at the rank structure
if their are a lot of ranks, are their several ways to get these ranks and is it enjoyable? Do they use veteran members wisely and ask for help where needed?
Do they have a distinctive hicom, not so much as specific ran department hicom like RAT but more of a "these people have been chosen because they are the best at what I believe they do" and how does the leader react?

Now the leader can be humble, offensive and very lax all at once. but the point is, how well does the leader listen, act and follow opinions and suggestion.

Then look at the regular high ranks, what do they do? not all high ranks host raids, not all high ranks host training sessions, but do they have the ability to think of something to keep you the member attentive? Do they also go to places that are not just basic, and say fight. Do they actually teach and give instructions in the raids, do they actually enforce the rules of the leader? As the lower high ranks will be the most commonly seen people in the group.

Look at their places, is it very theme specific? as FoA has Strongholds Vak has outpost or just swampy moon, does the place have lore and does it feel like their own place and not ripped off from a completely different person.
Does the place make you remember it's in and out just so YOU the player can win as a raider or as a defender.
Does the place also make it readily available to be raided at an almost moment's notice? Not that its restrictive on raider size but that defenders are almost always ready to hit the fan. Does the base have actual structure, choke points and defensive positions? or is it so basic it should be easy to raid for a dummy?
Does the place have a clan themed gun, something that makes you feel as if the gun is built for this clan and their fighters are very practiced with the gun and know how it works, but is still very easily adaptable compared to something complicated. does the place feel balanced but also lag free, does it feel like also their is a challenge to raiding this place and entering the base for conflict.

Activity, is the clan active? not so say 40 events a week but at least once a day or multiple, do the events go well 10+ members to each event and they stay for at least an hour at a time and at the end of the event do they feel satisfied they as the member of the clan are dedicating time to this clan.

Regular member base, the regular member base look as if connected as if people are curious to be friends with one another and want to play with each other outside of the clan and enjoy each others company.

Community, is the community lively, is the clan based around the community that stabilizes itself but does it also accept new people into the community, is the community aggressive to outsiders and loving to friends. Do they use skype/ts3/discord/steam for some sort of communication, is the ability to communicate and be friends with one another help the clan arguably perform better than a clan that does not.

elites are the elites the people they hug for warmth when the going is tough or a member that outperforms others and is noticed for their dedication at the same time. did this elite just suddenly come in and take over a spot or perform to what he thought was needed for the clan and has helped them immensely. Is this person an outside of the community and has now joined them on only the basis of being elite.

war does the clan at least try to do war, is the clan honorable, as in doesn't continue to argue mute points on the forums, or on their own wall, lets the hicom handle the negotiations and tries to keep things as civil as possible. does the clan communicate properly with all 3 links of the chain, hicom, regular hrs and regular members and then vice versa with the hicom communicating with the enemy hicom to make sure miscommunication and errors on both sides are lowered.

Allies, is the clan allied to super powers only and only wants to be allied to them, is the clan allied to over 3 clans, does the clan hang over its allies during war or do they both support each other both ways, do the allies use practical means of communication and work on joint raids, wars or training session to help improve the ability of both clans.

So that is a lot to read. tl;dr there's a lot to go into deciding on how well a clan performs.

Some of those are very difficult to assess, Steamsport, but I agree on activity, war performance / war capabilities and branding / marketing (having an enticing theme and all).

Atomic raises a good point too. Any clan with WannaBet or his friends immediately deserves a high ranking.

That is why I stated them. You have to look at all sides of the spectrum.
If I was a better writer I would take this re-write it into practical thought process and post it as a public reference thread.

Activity off and during war time

Strength (raiding/defending skills)

Chivalry (as in how "honourable" they are, do they cheat, do they shut down bases, refuse to negotiate, etc)

Community; I know you didn't want to list this but I think this is incredibly important and can be measured by a multitude of factors: just general appearances (behaviour not aesthetics) of members, how they talk to eachother, is there much infighting, are they toxic on the forums, are they helpful, is there a good relationship between high ranks-low ranks, etc.

Function: how well does the group run, is it efficient and productive, are there clear guidelines and does everyone know what the rules are, where to go to if they need help, the proper procedures of the group, etc.

I stated the community but not the function. I don't know if I ever mention strength directly as I said it was a very drawn out thought process.

I am not that great of a writer so I would avoid trying that. I am not very good at structuring sentences properly and making them fluent thoughts so it looks nice and pretty.

group's member base

does the group offer a way to bring in new people to the clan world or does the group share the same old members that everyone else does?

That'd be recruitment, Ned.

I'm thinking of laying out like this:

Recruitment (how many members are brought in / how enticing theme is / branding / etc.)
Activity & Place Traffic
Development
Consistency & Stability
War Performance
