The RX 480s just came out today from AMD, and they're really cheap, so you can use that for your GPU. The i5-6600ks are also relatively new as well, and kinda cheap too.
I'll see if I can write you up a good parts list. |

i5 6600k, i3 6100(Requires DDR4 ram, and skylake mobo, but pretty cheap), it 2500k(Budget process but still kick arse)

This should add up to anywhere between 500-600

LOL NO
I have a 960, It's awesome and cheap as hell.
It's like $150 for the 2gb version, and I can play literally any game on Ultra with 60fps on 1080p.
Also nVidia GPU's have better drivers than AMD's.

Can you play Witcher 3 All ultra, 8xMSAA and get 60fps
Most lowerend cards can't pull that, but the Mid-range - high end ones, can, but not at 60fps.

The 380 in most games only gets a slight improvement over the 960, mainly like 4-5 frames.
That isnt really worth the cost of extra power consumption and price of the 380 over the 960.

I guess you can say that but if he's looking for those type of cards, he might as well get the RX 470, or wait 1060.

And in witcher 3 I can get 60 fps on high quality, I get around 40'ish with everything maxxed out.
Not every game is like the witcher 3 though, and in most games other games like Skyrim, Fallout 4, ESO, GTA V, COD or BF I can get 60+ on ultra, and sometimes I can move it up to 1440p and still get around 60 fps.
