Well tick() gets the time since the epoch
% performs a modulo function on tick() and 1 https://en.wikipedia.org/wiki/Modulo_operation
1e6 is a big number. Like, really big

Oh, and I imagine the way he's done it like that is so it provides a different output each time. The problem with math.random(tick()) is that tick() as a number, changes very little, and so you'll get the same answer out of it, as it's pretty much the same number (The extra 100 or so each time you run it is negligible), going through the same algorithm, so you get the same answer.
