Teams that should relocate: Tampa Bay Buccaneers to Norfolk Jacksonville Jaguars to Salt Lake City Oakland Raiders to San Antonio San Diego Chargers to Anaheim (new stadium next to the Honda Center, also Rams stadium would be 30 miles away not 2) OR Las Vegas Detroit Lions to Omaha (not the biggest/best market but it's a whole lot better than playing in Detroit)

none of this is going to happen. especially not the buccaneers moving, because the Glazers have already stated that they will never be relocating. (they are also #20 on forbes' list of most valuable franchises, ahead of the Saints, Falcons, Bengals, and more)

omaha is the commercial hub of the midwest and has like 8 billionaires including Warren Buffett so that means $$$ but it would never happen

Basing a team's value simply on on-field performance is a bit immature of you. It pretty much shows that you know nothing about how the league works as a business. Had this been maybe 2007-2008 or so, maybe you could have been correct by mentioning Tampa, but now it would be wrong.
-Malcolm Glazer (former owner of the Buccaneers) made it very clear that the Buccaneers will never be relocating, even during their worst financial struggles in 2007-2008. With his passing, his son Joel has stated that he will honor this promise to the area.
-The Buccaneers are currently ranked 20th on Forbes' list of most valuable teams. Although this is relatively low, this is ahead of teams such as the Saints, Falcons, Bengals, Bills, Browns, and Titans; teams which you did not mention need to be relocated. And this number is only set to rise.
-Tampa-St. Petersburg is one of the biggest TV markets in the entire United States. The Buccaneers bring in some of the most money when it comes to viewership. They are far ahead of many teams, including the Cardinals, Lions, Seahawks, Vikings, Browns, and many many more.
-Attendance is skyrocketing for the Buccaneers. Previously in the bottom 3 from 2009-2012, they've seen an increase to #25. And these numbers keep rising. With the drafting of Jameis Winston this season, several games were sold out, for the first time since 2006. Season tickets are also in very high demand, as the future looks very promising for them.
-Norfolk is a very arbitrary town to propose the team relocates to. Tampa is higher in population and median income, not to mention the fact that Tampa continues to grow economically, and Tampa has much more to offer. The only thing that comes to mind when one thinks of Norfolk would be the Naval base, yet Tampa plays a much larger role militarily to the country with the MacDill airforce base.
-Even if you just look at the on-field performance of the team, you are ignoring the fact that Tampa has appeared in the playoffs 5 times since 2000, which is comparable to teams like the Chiefs or even Panthers. (Not to mention Tampa has won a Super Bowl since then, unlike either of these teams.)
Sorry for making such a long post, but I just find it kind of foolish to say the Buccaneers need to relocate, especially since I'm a Buccaneers fan. I do agree that Florida doesn't need 3 teams, but of the 3 Florida teams that hypothetically should relocate, I'd say the Jaguars. (As would nearly pretty much any analyst.)
