Hello, all. It has come to my attention how in recent weeks the City of Harford, also known as "The Hive", has seen crime rates escalating severely. You enter a server and the sights and sounds are too much to take in at once. Sirens blaring, lights flashing, gunshots, tasers, debris from blown up cars, abandoned & illegally parked cars littered all over the place. Crime is at it's all time high, but the real question is, why?
Allow me to explain, The State of Docklands is based around their police department and law enforcement agencies, and it seems like there is a large gap between the general population & these law enforcement agencies which is widening every day. Dozens of government officials claim to know the solution as to fixing this game and restoring Docklands to it's former self, yet months have passed and things have only gotten worse. In a perfect world & scenario, what if the citizens and the law eventually do bond and get along and live peacefully among the city, then what? It doesn't, you know why? There CANNOT be peace. If that were the situation, people would get bored, and leave, people would stop playing and move onto other cities and states. Because besides fighting, there is nothing else to do. No one is going to just drive around the city, there needs to be some other purpose to entertain the population. To sum that up, there can never be peace otherwise people will stop playing because there is nothing else to do but fight.
On top of all that, we have a corrupt police department - here's whats wrong with the Docklands Police Department. Let's start with how they train their officers, let's break down the average training. - Faces - Obby - Colors - Shooting Range - Defense - Teams - FFA - Promotions Now, starting with faces, I think faces is a great starter especially to weed out the masses. I have nothing to say about faces, it should be kept.
Obby - the course isn't really that necessary, it takes about 13 - 18 seconds to complete on average and doesn't really simulate anything that would happen in a scenario in Harford "The Hive". But, it should be kept.
Colors - First off, what the hell is the point of colors? How does this help improve and officers for the better? What does this teach? Trainers shout out a certain color in which trainees push and shove each other to get to the color shouted. Those who do not make it in time fail and are killed. I believe this should be some sort of "fun" event that should be a reward after a good training. But otherwise, this is point less and a waste of time.
Shooting Range - the shooting range sounds like a good idea, but really it doesn't live up to it's expectations. 2 events take place during the session, Aiming & Firing, and bots. Aiming and Firing should really be a lot harder than it is. Trainees are issued a Glock 17 and are ordered to fire at a stationary target from 15 studs away, this really isn't a challenge at all and should be more difficult. Now, bots, bots are a more realistic and complex aspect to this event, a countdown takes place and trainees must watch the bot's hand carefully as to what the bot pulls out, which can be either a food item or a firearm. If it is a firearm, you shoot immediately. The problem with this is, this is teaching officers to shoot civilians with drawn firearms in the field. In a real life situation this would be perfectly fine, but Harford laws protect citizens and allow them to "open carry" their legal firearms. Lot's of times officers are mistaken and kill or arrest citizens who are carrying a legal firearm. So, basically, this should be fixed .
- Defense, defense is where trainees line up and take turns 1 by 1 simulating a melee defense, in which the trainer rushes the officer with a knife and the officer has to pepper spray the attacker to pass. The problem with this is, no one will ever rush a police officer with a knife if they have a gun unless they're close, and in no situation would a police officer respond to this with pepper spray, they would reach for their glock, tazer, baton, or handcuffs, given they're a high enough rank to receive those items. Anyways, I believe we should be teaching these officers a more realistic way to defend themselves, such as implementing 1 on 1 gun fights with and without cover, gun tournaments and such, rather than repetitive things like this.
- Teams, teams is good. This is where trainers split the trainees into two teams and then these two teams brawl it out with each other given the weapons provided by the trainers. What I see during these sessions is a lack of communication, and team work. To add to that, Officers train with M14's, knives, AND M4A1's which are all ILLEGAL to own or possess in the City of Harford (with an exception for the M4A1 in certain agencies, of course.) And swords, I believe swords should be a fun round as a reward as well as swords do not exist in Harford and just makes them a waste of time.
- FFA, self explanatory, I guess it's alright, but it should be a fun round as well.
After all that, is promotions, and then they continue.
Now, what should be happening is, training should teach officers discipline, police codes, team work, how to gun fight both in first person and third person. How to communicate properly with other officers on the field, how to patrol, officers should also be tested on citizen's rights, officers should be trained on arresting people and how the procedure that follows (such as reading them their miranda rights), and much, much more. Rather than teaching these officers the difference between colors and how to sword fight.
Maybe, just maybe, once the Police Department is reformed and fixed, there will be better officers on the streets and less corruption and false arrests. Teach these officers how to truly be officers. But wait, remember what I said earlier about how their cannot be peace? Right - this is why we need to reach out to the developers to look into adding new stuff to the city regularly to keep the masses entertained and out of trouble. There will always be crime, but right now, it's at an all time high, and it needs to be controlled. A State of Emergency does not do anything but cause more trouble, and more excuses for law enforcement to kill citizens for no reason.
So, what do you think? What should docklands change, maybe we can actually make a change.

| I forgot to add, the selection process of high ranks is outrageous, you'd expect that they'd do something unique, but really, they pile up 40 or so commanders into a server and run the same exact training as any other officer receives. The only unique aspect to this is the unbelievably long duration of this training (3 - 5 hours) and the speeches at the end (which are ignored). |

Broilers, that is why I am trying so hard to get Tim Hortons Cafe into Harford, and why lots of people (90) support me. Getting Tim Hortons Cafe will make the game more fun. People will be able to go to a Cafe, and choose from a variety of drinks and pastries instead of just committing crimes to make gameplay for all fun.

I thought about trying to become governor to effectively fix the gaps between the civil servants, and there precious citizens. However, due to corruption and prejudice occupants, the errors within the state will only be passed on term to term.
Let me elaborate, as many know the Judicial Review placed on me was for inactivity within the legislative branch ( Senate ). However, most eyes fail to see the misconceptions within the obligations of Lieutenant Governor. This position handles executive and legislative operations, however, during the term I (RedneckThe0ry) was tasked with numerous tasks that resulted in postponed senate sessions.
As I am not trying to throw anyone under the bus (figure of speech), I was handling more executive operations during the 3 weeks are lieutenant governor, then Legislative. This is resulted from a departmental investigation on Docklands Department of Homeland Security to ensure the department was adequately running and promoting the right to work.
Enough of hearing me talk about me, right? In the event I would have been elected governor, I would implement changes that would benefit our citizens, and promote disciplined departments. Most criminals do not wish to join a state occupation as they feel inferior to those higher in ranks. This needs to change as all men AND women are created equal, regardless of religion, skin color, and other uncontrollable characteristics.
The time for change is ACTUALLY during elections (regardless of what you're electing). Elections give power to the citizens to efficiently vote on a citizen to represent them in a formal office. However; within most state votes, citizens vote upon personal interests, friendships, and prejudice feelings. Instead of whom proposes the best outcome for the state. Therefore, the state / country / city can not live up to it's true potential.

| Not true the crime rates aren't as high as they where back when I was in the mafia. If any of you have been in docklands a long time you'll know what I'm talking about |
