I know Japan has some along with their Honda NSX fleets.
When it comes to the Middle east, whats the point in having them for patrol if they have a huge outstanding rate of being stolen, and also they arent good for desert conditions. Also for a place close by areas where blowing up cars is an everyday thing, thats kinda putting the Ferrari company at risk of losing supplies and sales.
Also not all Ferraris cost over 1,000,000. There are cheap ones too.

They don't drive the flashy cars near desert areas. That's dumb.
They only drive them near areas where people take a lot of photos to get mass rep. |

im going to guess that since a lot of rich people in dubai use supercars and since they're not too inclined to drive responsibly, the police has to adapt in response |

You'll see alot of Lamborghinis there but with the whole country onder desery conditions, it's really a bad idea to own one there. It can overheat the engine and or even ruin the designs. Iy may not be near an actual desert but the weather is still the same as it isn't too far from a desert to begin with.
Also no other hyper car company's like Noble or Ultima are willing to have any of their cars be driven there. Those are some of the worlds fastest cars but they arent even allowed in the area there.

Especially Enzo Ferrari's cars, they were legendary in the sense that there was some saying about Italian cars only being able to be driven on Sundays because they had to be under maintenance the rest of the week Ferrari will never be able to live down losing to the GT40 after Henry Ford Jr. got mad |

The Enzo was only made to honour the founder of Ferrari.
Btw, it is kinda a waste of money to buy one as the other day I fount on google images and ebay that someone was selling one for "free" (which may be a trap). It's still for sale too. xD
Then you have other armatures who junk it all up trying to make it "cool" and they end up tearing everything up and have no idea how to fix it as they got rid of the manual or have no idea what their doing.
