According to the NHL, Ottawa was a "Quality Team" meaning they had more points then game's played.
Why did they get first pick, rather than Columbus, Buffalo, Edmonton, etc...?

I know how the draft lottery works
I'm just saying, shouldn't they limit it to some of the worst teams instead of any that didn't make the playoffs?
In that case, they're allowing Boston a chance.

Well they don't want teams just to tank for a guy Like Buffalo and Toronto have
If you limit who's in the lottery you're supporting tanking This way, Toronto tanked and can still go 4th in the draft So there's not a for sure "tank and you'll get a generational player" thing
Plus the Sens r horrible for a team that just barely missed playoffs So they deserve a chance at it o3o Altho yes Boston doesn't |

| That's why Boston only has a 1% chance of getting the 1st pick. It's pretty slim odds, but it's supposed to be some consolation prize for missing the playoffs. |
