Specifically clan developers, not game developers.
Anyhow, the issue here is that new clans have a lot of trouble starting up because the leaders lack talent base and also lack money. They can't create their own unique content for their group, and they can't really start up until they do so, so they have to rely on developers to create their assets. The issue there, though, is that almost every single developer vastly overcharges for their products, even if the quality isn't worth the money.
The average price of a uniform right now, around 5000 R$. That's just shy of 50 USD for a virtual asset by a non-professional who may end up scamming you anyhow. And those are average uniforms, uniforms which aren't necessarily the highest quality or the most original or even worth 50 dollars to buy. We're talking uniforms by people who are just starting, don't have a lot of experience, and don't have the most to offer. People who are putting out reasonable but more on the minimal side of effort just to make some cash. And people are really shelling out 50 dollars for a uniform that most people could make with a little practice. Uniforms that look like literally everything else in the clan world. And people who are the most highly regarded, who are on the top end and produce genuine artworks of uniforms, they're charging in excess of 30k for uniforms. It can cost you 200 USD, yes, 200 USD, to get a uniform that's considered "high quality" and "unique", whereas a year and a half ago it was 50 and you never saw people trying to push past 8k, and startup uniform makers even charged sub 1k.
Then there's forts. Forts can cost anywhere from 3k to 25k, or more. Same with other clan related places. That's ludicrous, and although more reasonable than the uniform thing, it's still a huge amount of money to produce something that, if you took the time to do, you could do yourself.
The issue is that developers have no concept of what supply/demand, and quality/demand, and as a result they're charging prices that very few people can afford. These people, from personal experience, tend to be godawful leaders who see their clans as monetary enterprises and they usually end up leading 3 or 4 different clans in a year because each of the ones before have either failed or be scammed/stolen from them.
If you are just starting out, you can't call/price yourself as exclusive and expect people to buy. The stupid and desperate will maybe buy a few of your uniforms or places, and the stupid and rich will buy from people who are way more expensive. The majority of people can't afford 5k for a uniform, or 10k for a fort. Start cheap(800 for a uniform, 1-2k for a place), and grow your experience and reputation. You aren't worth 5k at first. You need to prove that your quality and reliability is at that level. And people who are charging the equivalent of 200 USD for a clan asset, for the love of god drop your prices. If you've got too many order requests, the best thing to do is to say no rather than gouge your prices.
Put power back into the hands of people who are actually good at making clans and reduce prices. You'll benefit from more business, we'll all benefit from more clans which provide a bigger number of unique experiences.
