If you are under 13, and set your birthday to a date already, you won't be able to change it until older than 13
If you recently changed it so you are under 13 by the system, you gotta wait until you are 13 on the site

Let me save you the hassle of e-mailing info@roblox.com and waiting for a reply.
The answer is:
"Unfortunately, date of birth once changed to under 13 in our systems can not be changed back to over 13."
That took a week of back and forth e-mailing. Hopefully this will save you time and frustration.
