A Bill to Elect Properly
BE IT ENACTED BY THE STATE OF ROCKPORT CONGRESS HERE ASSEMBLED THAT:
Section 1. Any candidate for governor in the State of Rockport must attain at least 50%+1 of the vote in order to win the election and become the new governor of Rockport.
Section 2. Should no candidate reach the required threshold on the first ballot, a second ballot shall be created in which the candidate who received the lowest number of votes on the first ballot is omitted. This process shall repeat itself until a candidate receives the required number of votes.
Section 3. The voting period for each ballot shall be no more than, or no less than three (3) days or seventy two (72) hours.
Section 3. This legislation shall take effect immediately.
Section 4. All laws in conflict with this legislation are hereby declared null and void.

What you're proposing is a jungle general election then a run-off. I suggest if you want to make this efficient, you alter the voting mechanism to have the first two on the first ballot have a run off rather than constantly dropping the person with the least amount of votes.
