The point of the Diplomacy Department is to create, build, and strengthen alliances. Currently, how the system works..
We have [(1)] Superior of Diplomacy; The point of the Superior's job is to oversee all alliances within Sleet Clan as a whole, and to keep on top of those who are working in Diplomacy under them. (IE: Ministers) However, just because the Superior is the overseer of all the Ministers of Diplomacy, that does not limit the Superior from hosting events with other clans.
In Sleet Clan we should have [(2)] Ministers of Diplomacy serving under a Superior; How our current system works is that any Minister can host any event with any of our allied clans, I look to change that today, as it can cause disorganization and may jeopardize the Diplomacy Department.
So today I am proposing this reform..
[(1)] Minister in the Sleet Clan Diplomacy Department shall be limited to Joint-Trainings [(1)] Minister in the Sleet Clan Diplomacy Department shall be limited to Joint-Raids [(1)] Superior in the Sleet Clan Diplomacy Department shall not be limited to the events they may host

I think any Hr should be allowed to host joint events with approval from the Superior.

@TWOC I think that the ministers should assign who is better at what and stick them to either raids or trainings.

If a Warlord+ wants to start hosting joint-events, they should either be interviewed by someone from the Diplomacy Department just to make sure that they are capable of hosting joint-events or they should send an application of their skill set/previous experiences in diplomacy to you. I really do not like your current idea as the amount of joint-events we'll be having with the system you are offering will be very low.

| If your ministers can't host a joint training and joint rally efficiently then you need to replace them. It's their job. Don't make their job easy if they can't do it correctly. Find people that will. |

And joint raids should be hosted by someone who is also part of the warfare department as we do not want someone who has limited experience as a raid leader hosting one especially when allies are there. Or you could get someone from the warfare department to supervise the person hosting the joint-raid.

Oh and have some sort of quota for both your ministers on hosting joint events or else things will never get done.

Anyone may host a raid, just joint raids I do not want in the hands of someone with low experience
