To build on what ult said
you use high beams when it is poorly lit
and fog lights (if you car has them) for fog and dense snow

Poorly lit indicates the prescense of a light source, irrelevant to snow or fog. Snow and fog are elemants, completely unrelated to light.
You have "fog lights" (not sure if anyone outside of the Netherlands has those.) Those are the ones you use for fog or Heavy snowfall. |
