Good evening,
Allow me to write this forum explaining the deal with the Developer HQ. The main question on everyone's minds is whether or not the HQ is property of the developers.
The simply answer is no.
Why? Well, here's the thing. Those who say it's private property are using C.V.IV as their defense:
"Article IV: Roaming on private property (owned by someone other than the government) shall be deemed as trespassing and illegal, except whereas the owner of the property gives consent or otherwise indicates he / she is permitted on such property."
However, what they're overlooking is C.V.I, which automatically grants all unassigned property to the government:
"Article I: All untitled property and structures on it shall be held by the Rockport government. Anyone wishing to claim property for housing, development, stores, etc. must have it approved by the Office of the Governor or in a bill sent through the Legislative process."
To my knowledge, the Governor has NOT granted any approvals for private property. Being the head of the Legislative Branch, I can fully verify that we haven't had anything go through Congress for it either (or anything for that matter).
So, if someone wants to go in, whether it be an officer in pursuit or an average Citizen, can they go in? Legally: yes. Physically: no.
Nobody can get shot if someone manages to hop the fence, but frankly, nobody's stopping the devs from making the fence higher or even putting invisible walls. In any scenario, though, it's still public property and can be accessed pursuant to C.V.III.
Can this be changed? Of course. However, it'll have to go through either the Governor or Congress. If the developers do want to put it through Congress, someone will have to send it to a Representative/Senator on their behalf (I am available to assist in proof-reading and legalities). Otherwise, they can go to Governor meto and try to get approval there.
Make no mistake: Rockport laws still apply to all property, public or private, even in the Capitol itself.
Now, full disclosure, I'm not trying to kick up some conflict or anything, I'm just writing this as the person who WROTE these articles in order to clear things up better.
