Depends on how much muscle you have
If you're within a certain weight range(it's about a 60 pound range), you shouldn't look at your actual weight to judge if you should gain or lose; you should look at body fat percentage.
For guys, you want a BFP of between 5%, and 17%. 5% is about the lowest bodybuilders get to, and lower than that, you're digging into reserves of fat that protect your organs that you need to survive. Past 17% is when you start to push into an unhealthy level. For girls, you want a BFP of between 13% and 24%. 13% is essential fat for women, past 24% is beginning to get unhealthy.
If you're 6'1 and 184 pounds, and have 10% body fat, then you don't need to lose weight. Most of that nonessential 184 pounds is probably muscle. On the other hand, if you're 6'1 and 184 pounds, and have 25% body fat, you should probably try to drop down to about 160.
