03-05-2016 11:06 PM United States 6th Congress ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Principal Author: Rosha Anatoli ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Title of Bill: Military and Civilian Decoration Act of 2016 or MCD Act ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Be it Enacted by the 6th United States Congress ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Preamble: Where this law will abolish the "Civilian and Military Decoration act of 2015" and "Civilian Awards Act". ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Section I. Awards
The following is a list of awards which may be given to the United States Armed Forces members and to the general public, including Foreign delegates.
A. PRESIDENTIAL MEDAL OF HONOR - An award given at the discretion of the President
A(2). CONGRESSIONAL MEDAL OF HONOR - An award given at the discretion of Congress. Needs 2/3 vote of Congress and DOES NOT need the approval of the President.
B. PURPLE HEART - An award given for soldiers for having proof of possessing determination and excellence in combat.
C. SOLDIER'S MEDAL - An award given at the discretion of the United States Armed Forces for distinguishing oneself by either heroism not involving actual conflict with an enemy, and/or heroism during times of peace.
D. PRESIDENTIAL MEDAL OF FREEDOM - Awarded by the President. The highest civilian award of the United States. It recognizes those individuals who have made "an especially meritorious contribution to the security or national interests of the United States, world peace, cultural or other significant public or private endeavors". The award is not limited to U.S. citizens and, while it is a civilian award, it can also be awarded to military personnel.
E. PUBLIC SAFTEY OFFICER MEDAL OF VALOR - The Public Safety Officer Medal of Valor is the highest decoration for bravery exhibited by public safety officers in the United States, comparable to the military's Medal of Honor
F. ARMED SERVICE AWARD - An award given to all for enlisting in the United States Armed Forces and passing basic training.
G. PRESIDENTS AWARD FOR DISTINGUISHED FEDERAL CIVILIAN SERVICE - The President's Award for Distinguished Federal Civilian Service was created to allow the President to recognize civilian officers or employees of the federal government who have made contributions "so outstanding that the officer or employee is deserving of greater public recognition than that which can be accorded by the head of the department or agency in which he is employed
H. THOMAS JEFFERSON STAR OF FOREIGN SERVICE - The Thomas Jefferson Star for Foreign Service is an award of the United States Department of State. It is presented to employees of State, and civilian contractors assigned to diplomatic and consular facilities for events that lead to heroism and/or excellence
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Section II. Presentation and Awarding of Medals
Each award will be presented by the President of the United States and his/hers corresponding Secretary, unless listed otherwise.
[FOR ALL MILITARY SERVICE MEDALS] If the recipient is at or above the rank of O-9, then they must be awarded by another officer of at least the paygrade of O-10, or a member of the Joint Chiefs of Staff and their Vice Chiefs.
If the recipient is a member of the Joint Chiefs of Staff or their Vice Chiefs, the award must be presented by the Commander-in-Chief of the United States Armed Forces.
Each of the awards which are designated to be given for specific achievements must be yielded upon request by a soldier showing proof of succeeding the objectives listed for each award requirement(s).
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Section III. Revoking Decorations
wards may be revoked (and further punishments given) if:
A. The achievements for which the award is given, is proven to be forged, inaccurate, or fake.
B. The recipient commits a crime, or engages in behavior which negates their previous accomplishments, or brings shame to the United States Armed Forces/ United States of America/
C. The Commander-in-Chief orders for the award to be revoked.
D. The recipient is dishonorably discharged.
E. The recipient relinquishes United States citizenship.

The Archivist will make documentation for each recipient to make legal notice and make each award given Officialism. The recipient can display his/her award however they chose so, but it must not be discriminating towards the United States. ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬
