Does anyone know how to make a window that opens and an npcs waves out of it and then it closes and the loop keeps on going...

This would probably be best done with CFrames. You can easily have the window slide open using a for loop, and then have the NPC's arm rotate around another primary part in a model.

No, an animation I believe is to be used with humanoids (although I am not completely sure, and I do not specialize in animation building).
