The Delineation of UAL Training Procedures, Protocols, and Regulations as Interim Legislation for 2016
//: Preamble
As there is an absence of an internal governing entity for the regulation of training, this legislation aims to provide an interim solution until withstanding legislation can be drafted if this document is not already suitable for such purpose.
//: Passage of Bill
This bill requires the Commander’s approval to be signed into law.
This bill may be signed into law without the Commander’s approval if ¾ of the HR body vote to pass it in a formal meeting.

//: Definitions
Admin abuse is defined as the usage of admin for malicious, cruel, or unusual purposes.
Alliances are defined as groups who have formed an alliance with UAL, and can be viewed on the Allies tab of the Group page.
A Host is defined as the person (usually an HR) who is the sole operator of a training.
HR is an acronym for High Rank. HRs, therefore, are people of high ranking who usually hold the power to host trainings, initiate raids, and publish official documents and announcements. In UAL, an HR has a rank Officer or higher.
Joint trainings are defined as trainings where members from alliances purposefully take part in a training with UAL members.
MR is an acronym for Mid Rank or Middle Rank. MRs, therefore, are people of middle standing who are usually more experienced than LRs but need more practice to become an HR.
LR is an acronym for Low Rank. LRs, therefore, are people of low ranking who are usually inexperienced and require training.
PTS is an acronym for Permission To Speak, a commonly used protocol for trainings where HRs require their soldiers to ask for permission to speak, where the request may be granted or denied.
Regular trainings are defined as trainings where members from alliances do not purposefully take part in trainings with UAL members.
Spectators are defined as any person who does not wish to participate in the training and instead spectates. This can be any person including, but not limited to HRs, MRs, LRs, and Visitors.
STS is an acronym for Shoulder To Shoulder or Side To Side, a protocol for trainings where HRs require their soldiers to line up touching each other.
Trainings are defined as any session where members of a group train to improve their skills and accuracy, and possibly receive a promotion from their current rank.
Visitors are defined as any person who is not affiliated with UAL, its alliances, or its enemies. They can also be referred to as aliens and/or foreigners.
//: General Guidelines
These guidelines apply to all trainings, regardless of the type of training.
Trainings do not have a set itinerary, but all trainings must end with a promotion ceremony. This does not imply that promotions must be given out.
Trainings have no set time limit, and one shall not be imposed under any circumstances.
Trainings are required to be announced on the Group Shout to be considered official. Any rank changes will be reverted if the LR/MR was promoted at an unofficial training.
HR Trainings are to be conducted by the Commander or President for the purpose of training newly coming or soon arriving HRs. These trainings cannot be viewed by LRs or MRs, and will be demoted/exiled for doing so.
All personnel at trainings must conduct themselves in a mature and orderly manner. This includes refraining from the use of emoticons. Failure to do so will result in consequences administered by the Host or the Commander, President, or Council. HRs who exhibit immature behavior will receive immediate consequences.
All personnel at trainings must strive to use proper grammar at trainings. This may not be enforced, but is encouraged and reflects higher maturity and intelligence among its users. Proper grammar is enforced among HRs.
LRs and MRs referring to HRs as Sir or Ma’am (depending on their gender) is not enforced and is not punishable under any circumstance due to increasing gender fluidity. Referring to HRs by name with no formal designation, however, is punishable.
Hosts have the power to administrate PTS during trainings at any time. There is no set standard to request permission, but “PTS” is a common usage. PTS can be revoked if necessary. PTS will not apply to HRs except when the Commander administers and acknowledges that HRs must follow PTS.
LRs and MRs organizing in lines anywhere in a training facility should line up STS regardless if the Host designates so. This should not have to be enforced, and should be common knowledge. HRs should organize themselves in an orderly fashion.
All UAL members are required to follow the preceding regulations at any training unless designated otherwise.
Visitors and spectators must conduct themselves in an orderly manner, and will be removed if they are not doing so.
LRs and MRs are allowed to become spectators if they are granted permission from the Host. HRs are allowed to become spectators at any time.
//: Specific to Regular Trainings
All regulations are found in the General Guidelines. This legislation can be amended to add specific regulations for regular trainings.
//: Specific to Joint Trainings
The Host is allowed to impose the General Guidelines onto allied group members if the training is hosted at a UAL facility.
//: Admin Abuse
Admin abuse will not be tolerated under any circumstances, and any person abusing admin will be suspended from using admin and will be demoted or exiled. This includes Computer Admin.
//: Provisional Standards
These standards may be removed from power at any time.
To combat the maturity divide, each LR/MR will receive a warning when they are being immature. If they receive three warnings, they will be demoted. This counter may reset upon approval from the President, Commander, or Council. This standard does not apply to any other aspect of UAL other than maturity. This standard also does not apply to HRs, who will receive immediate consequences upon exhibiting immaturity, as stated in the General Guidelines.
//: Withstanding Power
This document will expire unless designated otherwise on 1 January 2017.
This document can be amended to add, modify, or omit regulations.
Outside of official trainings, these guidelines have no legal power or standing.
