Mayor & Deputy Mayor February 2016
“Securing a Brighter Future for Norfolk”
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Foreword:
It’s been an incredible honour for me to serve you all twice now: first as your Mayor, and now as your Councilperson. I’ve been on ROBLOX since 2010, and during that time I honestly cannot say I’ve come across a better group of people to share my time with. Norfolk is an amazing community: it’s been an honour to work with so many of you both in the Council and the NCPD and I think now is the time we crack on, push on and win this election for the sake of Norfolk.
I’ve truly learnt what it means to ‘belong’ somewhere now that I’ve been in Norfolk more or less since the beginning, and I hope you’re able to join me in this fight for a better Norfolk.
Norfolk has been an inspiration for me and it’s largely why I’ve stuck around: because I’m motivated to serve you all and do what I can to make it more enjoyable for you in Norfolk.
Let’s win this election together so we can make Norfolk a better place: I want to work for you, and I hope you can place that trust in me.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Before coming to Norfolk:
I’m sure many of you have heard me say this before, but I believe the only way Norfolk can move forward is with competent and experienced leadership. Now, I have immense respect for the other candidates in this race – but we simply cannot afford to place the trust in them to lead Norfolk over the next four months. I’m honoured to have served three times as an MP and as a one-time cabinet minister – but I’m particularly humbled to have served as your first Mayor and Councilperson.
I also very proudly served as the 4iC of The Robloxian Cops when we were at around 1,000 members: I’m sure many of you can reminisce about what it was like back then: and it has really helped me learn some very valuable experiences that would certainly come in to play if you decide to vote for us.
It’s been a real honour working for you all over the past six months or so, so let’s push on and work for a better Norfolk together.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Our goals:
We essentially want to pick up from where pathwaysbball and DebugErrors left off. We’re here to work hard for you all and help you in every way possible, and this means ensuring you have excellent opportunities to get a job in the emergency services, the department of transport and even in the private sector.
We need two experienced candidates with a clear plan for Norfolk – and your future – and we have that plan for you.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ The Council:
Honestly, up until very recently the Council was a closed shop. There wasn’t a lot going in – and there certainly wasn’t a lot being relayed to you all. I want – and I’m sure you do too – a clear plan for the Council. We’ve seen far too many conflicts within the Council, which have unfortunately led to many resignations and removals across all three Mayoral terms.
This has to stop and it has to stop now.
We need change in the Council and it has to come sooner rather than later.
• A truly transparent council: live Council meetings where members of the public are free to observe • Recordings available for those who missed the public meeting • Bi-weekly Council newsletter to keep people informed • A vetting process for prospective candidates to ensure they’re in for the long run
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Emergency departments:
The Police Department, Fire Department and Department of Corrections are all important to Norfolk and the city itself seems to revolve around these three departments. It’s important we continue to encourage their work and ensure training is completed to very high standards so we have the best officers, firefighters and correctional workers keeping us safe. It’s important you all know what’s going on with these departments which plays into the proposed plan for open Council meetings and newsletters. As a city, we need to move in the same direction. We need to encourage these departments to keep doing their jobs to high standards, whilst cracking down on officers with malicious intent.
However, we need to make big progress if we want to see Norfolk progress in the next few months. Interaction between these three departments and criminals is not enough for ordinary people, which is why we propose further roleplay integration. If you want to read about how we’ll do this, keep on reading.
These are the key changes I want to make during my term.
• Particular emphasis on discouraging abuse and punishing those who knowingly step out of line • Rebuild lost trust between these departments and the public by making these departments increasingly transparent without encroaching on the privacy of these departments or threatening their integrity • Encourage excellence within the NCPD and SWAT • Ensuring that public employees have a say in how their department is run and by whom
Our emergency services are arguably the pride of Norfolk, but we need to ensure that people are not alienated by the government and the emergency services. We need to encourage people to join and we need to encourage roleplay between these departments and citizens.
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Norfolk City Charter:
The contents of our Charter have certainly evolved over the past four months. We’ve seen amendments pertaining to rights of citizens and greater inclusion and punishment for those who seek to harm or deliberately exclude with only arbitrary reasons.
We need to continue on this path to ensure we have a comprehensive City Charter covering all issues with regards to rights and the checks and balances for those serving in government.
We need to ensure that corruption does not creep into government: something we have witnessed in the past, and surely will witness again if we don’t push for the appropriate legislation.
We must have a comprehensive revaluation of the system at present – and consider implementing term limits to ensure public servants are more aware of the decisions they make as they may be affected by them themselves.
In short, we will:
• Stop any form of corruption creeping in to government, implement term limits • Push for an agenda aimed towards those who are initially disadvantaged ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Norfolk City General District Court:
The NCGDC has often been the butt of the joke and – at times – an embarrassment because of the way government has seriously mishandled it. LordKurloz – who was obviously very experienced and was well aware of what he was doing – did not have a perfect tenure as the City Attorney. Naturally, there were many “never-events”, several accusations of corruption and since his departure a largely unfilled position at the very top of the NCGDC. This is completely unacceptable.
A complete overhaul is needed within the NCGDC to ensure we have the best lawyers, judges and the most experienced and aware City Attorney. This cannot be achieved with inexperienced leadership in government.
We must consider external candidates for the NCGDC rather than rely just on expertise of those already in the NCGDC – who are undoubtedly very good at their jobs, but we must be open minded when discussing the role of City Attorney. We will need to launch a full inquiry in to what went wrong and how we can avoid these “never-events” in the future. This means cracking down on those who are intentionally biased and damage the integrity of our justice system.
We must take action immediately. We need experienced leadership to ensure a better, fairer justice system and a better, fairer Norfolk.
• Overhaul of the NCGDC: external candidates for City Attorney as well as those already serving • An inquiry in to the failures of the NCGDC to ensure we never make the same mistakes • Legislation to ensure City Attorney will be in it for the long run
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Norfolk City Department of Economic Development:
The NCDED is key for promoting roleplay within the city. Unfortunately, the NCDED has not been at the forefront for quite some time, although our primary target right from the beginning will be to place greater emphasis on the NCDED. We need to be encouraging home-grown businesses to sell their products at Norfolk, but also present ourselves as an attractive outlet for large businesses outside of Norfolk. We have suffered a business drought in Norfolk, and this is unacceptable.
We’ll need someone extremely capable and well-versed in businesses studies with a strong sense of direction in line with our goals to take Norfolk forward as the Director of the Department of Economic Development.
We need strong leadership to achieve this.
• Experienced new Director – external candidates must be considered • Greater emphasis on attracting businesses from outside of Norfolk, not just home-grown businesses which will also play a key part in the rebuilding process
▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ Conclusion:
My time in Norfolk has been extremely humbling for me. I’m extremely proud of the city and all of you has made this an incredible experience. With experienced leadership, I hope you can place your trust in me so we can press on to ensure a greater Norfolk than ever before in the next four months.
I hope you can place your trust in us.
All the best,
laffydecious and fobagosalot

I love the ideas to make our city back up in its feet. I'm glad you didn't "sugarcoat" anything, instead, you were up front about it. I haven't seen the council present anything to us in quite a long time and I'm glad that you are trying to deal with on-going situations for the NCDED, NCGDC, and more. The ideas are great and I'm sure you'll be a very good candidate for Norfolk.
You definitely reached my trust and support for sure.

| Well, a lot of what I talk about under emergency departments section would also apply to the NCFD. We'd never put one department on a pedestal and leave the others behind, and we'd obviously prioritize looking in to new tech that is both practical and wouldn't cause problems for the city itself. Any other concerns or ideas, please PM me. :) |
