The ncr would keep the area safer but the citizens of primm would need to pay taxes and deal with getting watched and treated like soldiers,
The robot would keep it somewhat safe but a robot cannot tell right from wrong.
The myers would treat everyone harshly but would bring in protection from the powder gangers.
This seems like a hard choice to make mainly because I would probably go with the robot because a robot can't be bribed but it can be hacked.

| The ncr would probably keep it safer and it will also help them as well. |

| The NCR even though their army is stretched too thin but they would keep Primm safe from most threats. |

| The ncr are not that bad they just are strict, the legion gives people slow and painful deaths. |

"the legion gives people slow and painful deaths."
Those people are immoral and deserve death tbh.

Technically all humans deserve to die.
It's like 100 ways to die in the west, not a single person has not killed someone. |

| Also I don't believe anyone should die a slow and painful death. |

the powder gangers option seems like the best
they'll treat them harshly but powder gangers have bombs and stuff iirc so primm would be well protected |
