Be it enacted by the U.S. House of Representatives and the Senate of the U.S.,
ARTICLE I - Establishment and attributions
SECTION I
This bill shall be known as the "Congressional Legislative Council establishment bill" (for short the "CLE" bill). The so called Congressional Legislative Council may also be called "Council", "Legislative Council" or "CLE" in this act.
SECTION II
The Legislative Council has the following attributions: a) the Legislative Council is an advisory expert organ of Congress, which advises legislative projects, acts, bills and resolutions for systematic unification and coordination of all legislation; b) analyses legislative projects, acts, bills and resolutions in order to make sure that they are up for enactment; c) examines the compliance of legislation with the provisions and principles of the Constitution and notifies the standing committees/leaders of the House/Senate or other branches, where appropriate, on cases of unconstitutionality; d) keeps the official record of legislation and provides information needed to conduct the legislative process;
SECTION III
The Congressional Legislative Council will present Congress their activity every two weeks, twice a month.
ARTICLE II - Organizing
The Congressional Legislative Council shall consist of 9 members:
1) The Speaker of the House 2) The President Pro Tempore 3) The Speaker Pro Tempore 4) The Dean of the Senate 5) The Dean of the House 6) The Majority Leader of the Senate 7) The Majority Leader of the House 8) The Minority Leader of the Senate 9) The Minority Leader of the House
The House and Senate Minority and Majority Whips are also part of the Council, but they do not have the power to vote on what comes up, only advise.
To make it brief, the CLE (Congressional Legislative Council) is made by the Congressional Leadership.
ARTICLE III - Functioning
SECTION I
Legislative proposals made by Congressional Members may be forwarded to the Legislative Council for advise by any of the Council members or by the initiator of the legislative project, law or bill.
SECTION II
Legislation will be accompanied by documents and information that formed the basis of their preparation (basically the written bill/act etc.). It may come with a comment for the Legislative Council members, made by the bill initiator.
SECTION III
The authors of legislative proposals, can take part, on their own initiative or at the invitation of a simple majority of the Legislative Council at the examination of the legislative proposal, where the initiator may debate with the Legislative Council members. The Legislative Council can deny the initiator's request to join the debate with a simply majority.
SECTION IV
The advise that comes from the Legislative Council for the legislative project will be written and signed by the Speaker of the House/President Pro Tempore, on a forum thread.
SECTION V
Again, the Council is an ADVISORY ORGAN. It can only block legislative proposals if they are unconstitutional, illegal or have other problems that cannot let them be enacted legally.
CONCLUSION
The Legislative Council will make sure that all legislative processes, as well as Constitutional processes are met and the legislative project is all good to be enacted.
