We all want a peaceful Senate building, whether it's during the State of the Union, a Joint Session, or a regular meeting. This bill incorporates that very idea and makes it a reality.
-Section 1- The creation of two ranks will be made into the Congress team. The ranks will be named "House Sergeant-at-Arms" and "Senate Sergeant-at-Arms".
-Section 2- The Sergeant-at-Arms will be armed with both a lethal and non-lethal weapon. And has the power to remove any person from Capitol Hill with proper reason(including Congressional members). Lethal force can be used as long as the Presiding Officer allows it to be.
-Section 3- The Sergeant-at-Arms will be chosen via simple majority only by the branch it will represent(Senate Sergeant-at-Arms can only be chosen by Senate, House can not intervene, and vice versa.) He can also be removed via super-majority vote by the Branch they represent.
-Section 4- During a course of absence during a Congressional meeting, the Sergeant-at-Arms will have a list of people qualified to replace him during a meeting. These people will be arranged in a list, and the Presiding Officer will be allowed to choose who he/she would prefer to be the Acting Sergeant-at-Arms. More then one replacement for the active Sergeant-at-Arms is allowed, but only during Joint Sessions and/or the State of the Union. The Sergeant-at-Arms of one House can not replace the Sergeant-at-Arms of the other if he/she is absent.
-Section 5- The Sergeant-at-Arms only has these powers when a Session is occurring, he/she can not for any reason use force when outside of a Session.
