tecnically you can make everything... but probably change render is really hard
you should change the whole render sistem, and this would cause a lot of lag

I mean, you could probably hack something together by dynamically resizing and positioning things based off of the user's FoV so things in the distance appear further than they actually are. You wouldn't be messing with any render code, and you could probably fit it into a localscript.
Is it a good idea?
No.
Can you?
Probably to a degree.

I'm amazed no one knows how to do this. Here is how to change how far you can zoom out:



Step One: get on studio and open the explorer
Step Two: Open up properties too.
Step Three: Select StarterPlayer and from there you will see CameraMaxZoomDistance and
CameraMinZoomDistance. You can change it from there basically. (it's measured in studs)

This is RENDER distance, as in how far away you can see, not ZOOM distance.

just change the fog view distance.
look up on youtube if you dont know what fog view distance is
