Build a custom, put most of your money into the graphics. The GTX 960 is good, the 750 Ti is great for a budget build.
A processor like the FX-6300 is also amazing if you're on a budget.
Find an SSD for under 100$, I've seen some with over 200GB for less than 80$.
Research every part you do want, it's not too hard. Newegg is a good site to use, and has a lot of reviews that'll give you an idea of the quality of a part. Be very careful with power supplies, a lot of them are poorly made and use cheap materials. If you can, find one with a Gold efficiency rating.
Motherboards are tricky... Ensure it's got all of the headers you need for your tower, and you'll probably want it to support USB 3.0.
pcpartpicker or something like that is a great place to go, and I believe it helps you with compatibility if you're not really sure how socket types work.
Custom is almost always the best route. Building a computer it as easy as using a screwdriver and plugging stuff in. There's youtube as a resource if you ever get lost. Be careful with static so you don't fry any parts, make sure you're grounded by touching the metal case or using an anti-static wrist band. Don't build the computer on top of materials like or similar to carpet. |

Check out stealth machines if you don't want to build it. They'll do customs and such.
You can choose the parts, so you can choose the price. |

"Shutting down military bases and ceasing to deal with other nations with threats and violence is not isolationism it is it is the reverse opening ourselves up to friendship. Honest trade and Diplomacy is the foreign of peace and prospericity. It is the only foreign policy that will not bankrupt us and our current actions most definitely will. |

Building seems super hard, but it's not. Look up tutorials online and you'll be good. My brother built a ~$500 computer that runs only SLIGHTLY worse than my ~$1200 custom made one from a website. So for less that half, his computer is barely worse than mine. I still regret the money I wasted by not manning up and building my own.
Build your own. It's not as hard as it seems. Plus then you can say "I've built a computer". |

i had a budget of 600GBP and managed to get an i7-4770 and GTX 960
650$ isnt 600GBP though go for a good AMD CPU and a good nvidia/AMD GPU dont get DDR4 RAM ever for any reason u silly billies |

| Why the hell do you want a god damn pre-built computer? Just build it yourself. $650 can get you a PC that is way more powerful than the PS4 and Xbox One. There is absolutely no point to buying a pre-built gaming computer. They're overpriced and aren't nearly as powerful with what you can get with the same amount of money that you can building one. |

The 750 Ti is plenty good. Unless you want to go and run some game like Crisis with ultra graphics and whatnot...
If he's looking to build a computer for a low price, then it's pretty obvious that that he won't be getting something like the GTX 980 anytime soon...
The 750 Ti does what it needs to do. Amazing performance for a low, low price. |

750 ti is good for roblox, barely anything else.
if you dont want to build it buy the parts and take it to a local PC shop and they will assemble it for you |

even at 650$, you'd be better off using and i3 or i5
only saving grace for AMD is the CPU's having multiple cores (single core performance is bleh)
but since most games will rarely use more than 2 cores, something from intel (even if it commands a price premium) will perform much better in most games
two powerful cores are more useful than 4 weak ones
