collective learning has to be one of the most important aspects of agrarian civilizations in human history. That says that potential innovators raise the carrying capacity of the population.
what if we had a government that required us to be innovators (kind of like jury duty) but in return the government guarantees every basic human right. This includes food, housing, healthcare and a clean source of water. Of course there will still be jobs as those keep society going. Free enterprise will remain. Money from jobs can help buy things that you don't really need per se but really want.
