Be it enacted by the U.S. House of Representatives,
This House of Representatives Resolution shall be known as the "House Committees Resolution".
With the approval of 2/3rds of the U.S. House of Representatives, the Committees presented here will be the only established House Committees.
Any kind of previous (excepting this one) bill, act, legislative project, resolution or anything else presented to the House regarding House Committees shall become null and void if this resolution passes.
[CHAPTER I - The House Elections Committee]
SECTION I
The House Elections Committee, also referred to as the HEC, shall be established under the U.S. House of Representatives.
SECTION II
The House Elections Committee shall be composed of 5 members of the House and headed by an elected Chairman (chosen by all Representatives, regardless of their political affiliation), a Vice Chairman of the presiding majority party and a Ranking Officer of the presiding minority party. The elected Chairman of the House Elections Committee shall appoint 2 other members of the House to the House Elections Committee.
SECTION III
Elections pertaining to the positions of Chairman, Vice Chairman and Ranking Officer of the House Elections Committee shall be hosted and regulated by the Speaker of the House.
SECTION IV
The House Elections Committee shall bear the responsibility of hosting and regulating elections pertaining to the House of Representatives such as: a) elections for any other Committee within the House; b) elections for the Speaker of the House; c) elections for the House Majority and Minority Leaders; d) general elections for the two classes of the House when it is time; e) any other election process deemed necessary.
SECTION V
Elections for the House Elections Committee shall be hosted every two months, prior to a new class of House elections or whenever the Speaker considers it is necessary (2/3rds of the House may overrule the Speaker's decision).
SECTION VI
In case the Chairman, Vice Chairman or Ranking Officer of the House Elections Committee decides to resign, the Speaker of the House shall host elections only for the vacant position within 14 days. If there is no Speaker elected at the given time, the Vice Chairman shall become acting Chairman of the House Elections Committee and host Speaker elections. In case the Vice Chairman cannot take these attributions, the Ranking Officer will and in case they cannot do it either, the House shall host elections for the House Elections Committee within 7 days, regulated by any elected Representative.
SECTION VII
The position of Speaker of the House shall be counted as a member of the House.
[CHAPTER II - The House Foreign Affairs Committee]
SECTION I
The House Foreign Affairs Committee, also referred to as the HFAC, shall be established under the U.S. House of Representatives.
SECTION II
The House Foreign Affairs Committee shall be composed of 5 members of the House. A Chairman, who is elected by all Representatives, regardless of their political parties and four other Representatives, elected by their political party members (two members from each party, majority and minority). The duty of the Chairman is to preside over the meetings of this Committee and has the right to vote on Committee motions or anything else that is being voted.
SECTION III
The U.S. House Committee on Foreign Affairs of the United States House of Representatives, is a standing committee of the United States House of Representatives which has jurisdiction over bills and investigations related to the foreign affairs of the United States.
SECTION IV
The House Foreign Affairs Committee will be responsible for oversight and legislation relating to: a) national security developments affecting foreign policy; b) strategic planning and agreements; c) war powers, treaties, executive agreements, and the deployment and use of United States Armed Forces; d) peacekeeping, peace enforcement, and enforcement of United Nations or other international sanctions; e) embassy security; f) public diplomacy, including international communication, information policy, international education, and cultural programs;
SECTION V
This committee reserves its right to PASS or FAIL any kind of diplomatic legislation within itself with a vote from every single member, including the Chairman. If the legislation PASSES, then it can be presented to the House, but if it FAILS, it is considered a failed legislation that cannot be presented to the House. The House of Representatives can overrule the decision of this committee with a 2/3rds ayes (if so, then the legislation may be presented to the House for voting).
SECTION VI
If the Chairman of the House Foreign Affairs Committee resigns then the House Elections Committee shall host elections for a new one within 14 days. If a member of the House Foreign Affairs Committee resigns then the House Elections Committee shall host elections for the appointment of a new member, coming from the political party that the resigned member was affiliated with (the HEC has to do elections within 14 days).
[CHAPTER III - The House Intelligence Committee]
SECTION I
The House Intelligence Committee, also referred to as the HIC, shall be established under the U.S. House of Representatives.
SECTION II
The House Intelligence Committee shall be composed of 3 members. The Speaker of the House and a member voted by each political party (one from the presiding majority party and one from the presiding minority party). Only Representatives who have been in the House for two or more consecutive terms may serve in this committee.
SECTION III
The purpose of the House Committee on Intelligence is to: a) serve as a watchdog for the Intelligence Community. b) serve as a starting point for proposed bills involving the Intelligence Community, where this committee may check all intelligence bills and advise the House whether or not to vote on them with proper arguments; c) be able to declassify information by an unanimous vote of the committee members;
SECTION IV
This committee will have the necessary clearance(s) to be able to keep an eye on all Intelligence Community Operations.
SECTION V
Members of this committee will be required to affirm to an oath of secrecy: "Exposing any intelligence without the unanimous consent of the committee will cause me to face an immediate expulsion vote from the House.".
SECTION VI
The Director of National Intelligence will be able to attend committee meetings as the head of the Intelligence Community or send somebody else on their behalf.
[CHAPTER III - The House Judiciary Committee]
SECTION I
The House Judiciary Committee, also referred to as the HJC, shall be established under the U.S. House of Representative.
SECTION II
The House Judiciary Committee shall be composed of 5 members of the House and headed by an elected Chairman (chosen by all Representatives, regardless of their political affiliation), a Vice Chairman of the presiding majority party and a Ranking Officer of the presiding minority party. The elected Chairman of the House Judiciary Committee shall appoint 2 other members of the House to the House Judiciary Committee.
SECTION III
The U.S. House Committee on the Judiciary, also called the House Judiciary Committee, is a standing committee of the United States House of Representatives. It is charged with overseeing the administration of justice within the federal courts, administrative agencies and Federal law enforcement entities.
SECTION IV
The House Judiciary Committee may host mandatory hearings of newly nominated judges and justices where each member of the committee may ask the nominee two questions. Each present member of the committee will then vote if they approve of the nominee, however, this is an ADVISORY vote for the other chamber of Congress, which has the final word.
SECTION V
This committee reserves its right to PASS or FAIL any kind of judicial legislation within itself with a vote from every single member. If the legislation PASSES, then it can be presented to the House, but if it FAILS, it is considered a failed legislation that cannot be presented to the House. The House of Representatives can overrule the decision of this committee with a 2/3rds ayes (if so, then the legislation may be presented to the House for voting).
SECTION VI
In case the Chairman, Vice Chairman or Ranking Officer of the House Elections Committee decides to resign, the House Elections Committee shall host elections only for the vacant position within 14 days.
[CHAPTER IV - Other rules and regulations]
Other rules and regulations: a) in order to be a member of any of these committees, you must be an elected Representative that is currently a member of the House; b) any Representative can be a member of a maximum of TWO committees; c) the Chairman of each committee reserves their right to set the quorum for meetings and decide when meetings are; d) as for the Intelligence Committee, all members must have a meeting in order to conduct business; e) unless mentioned in the chapter of each committee, in case of member resignation from any committee, the House Elections Committee shall host elections for that vacant position; f) general committee elections shall be hosted every two months prior to a new class of Representatives being elected (first House Elections Committee elections hosted by the Speaker and then elections for every other committee, hosted by the House Elections Committee).
[CONCLUSION]
This is my personal conclusion. Alright SO, I know this is quite an important change to the House and I spent a lot of time to create this resolution and try to adapt it in a way everything would run smoothly. I encourage every member of the House to aye this and get serious work started.

I read only 1/10 of this and I can already say
AMMEND: the SoH to NOT be counted as a member of the House as he normally isnt. Please dont try to pass that thing, its a power grab
AMMEND: House Intelligence Committee to be composed of 7 Representatives. You cant be serious about giving 3 people the power to audit the entire IC.
Other than that, I rate this resolution 7/10 ok. I hope another member decides to ammend because we cant have those 2 things. |

Anything that happens inside of the IC is highly classified and should not be open to ANYONE except the necessary overseers of the IC. This resolution could jeopardize operations and intelligence could be leaked.
I urge all representatives to nay this resolution.

AMMEND Removal of C1S5, part "or whenever the Speaker considers it is necessary (2/3rds of the House may overrule the Speaker's decision)."
Really? The Speaker already has all the power he needs.
AMMEND To edit C2S6 to "The Director of National Intelligence will be able to attend committee meetings as the head of the Intelligence Community or send somebody else on their behalf, UNLESS it is a declassification vote where he shall NOT be allowed to attend OR send someone on his behalf. In the case of a pass of declassification vote, the Chairman of the HIC shall inform the DNI of the passage of the resolution. |
