BDS's job:
The Bureau of Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State. DS is a world leader in international investigations, threat analysis, cyber security, counter terrorism, security technology, and protection of people, property, and information. The Bureau is responsible for providing a safe and secure environment for the conduct of U.S. foreign policy. Every diplomatic mission in the world operates under a security program designed and maintained by Diplomatic Security.
This Diplomatic Security Service falls under the administration of the Bureau of Intelligence and Research (INR) and Department of State. The Specialist in Command (SiC) reports to the SECINR who works with Department of State to execute Diplomatic Security missions.
They require a team at Las Vegas due to the fact that the State Department team is vastly under-resourced at LV. The only tools that ambassadors and foreign dignitaries receive (on Department of State team) are a tazer and a car, not good enough to protect themselves.
They are requesting the following tools: 1. Door Opener 2. Info Tool 3. Car Spawner 4. TAR-21 5. Barret .50 Cal 6. Taser 7. M4A1 8. Arrest Tool (To apprehend attackers) 9. Spike Strips (Optional- asked in case of kidnappings or GTA)
To prevent abuse from our specialists we will be adding a team rule that forbids certain ranks (everyone under Proficient) to be ineligible to use LV team without a Department of State officials. In addition an arrest guideline for the team, so that our agents don't emulate law enforcement.
In the end, this team would be a great addition to Las Vegas. Much needed protection of State officials would be available at another city, and more dignitaries would visit Las Vegas with little fear.

| I find it vaguely hypocritical that you pass the SS tools as these are the EXACT tools SS requested. |

Alright you can remove spikes bur Tar-21 and M4A1 stays due to Tar-21 breaking sometimes.
The sniper stays for long range counter-sniper fire.
Info tool and Door opener stays due to both serving important functions (ex. screening for weapons, hiding a VIP in areas allowed) |

I do want strict rules on when they can patrol on that team, though.

I'm actually re-changing my vote back to Nay.
I dislike how this security division runs under the INR instead of the State Department or Homeland Security. |

| Tk0m, that makes absolutely zero sense because as INR is part of of the Intelligence Council, it is primarily under the jurisdiction of DoS. With DS being under INR, and INR being under DoS, DS is technically under DoS. |

DS is under INR for the reason that INR will be responsible for the intelligence collection for diplomatic security missions. There will be better coordination if it's a dual-agency (meaning an agency with separate functions that work together for the same task) instead of an agency cooperation.
DSS is still under Department of State, the only reason it's under INR as well is because we provide security screening as well as proper training. Diplomatic Security before had failed several times due to lack of experience and discipline. |
